Paying for heating and hot water consumed in January 2006, Belarusians will be guided by the bills for December 2005. The difference between actual consumption of the resources and bills for January 2006 will be compensated by the local budgets.
The recommendation to this effect is contained in Resolution #174 of the Council of Ministers of Belarus of February 8. It is addressed to oblast executive committees, Minsk City Council and to state-run organizations which supervise district utility companies.
To fulfil the resolution, the government tasked the finance ministry with recalculating and transferring Br 22,933.7 million of administrative-territorial entity support money to regional budgets by February 24. In particular, Brest region will get Br 4,149.3 million, Vitebsk region – Br 3,869.9 million, Gomel region – Br 4,330.5 million, Grodno region – Br 3,273.1 million, Minsk region – Br 4,002.6 million, Mogilev region – Br 3,308.3 million. The resolution reads, the money will be used to compensate for January’s excessive heating and hot water supply bills to the population.
Besides, in 2006 the finance ministry, regional administrations, Minsk city hall are advised to consider the possibility of allocating an additional sum equal to the January’s excessive bills compensation to utilities organisations, energy suppliers, which contracted to supply heating energy to the population, in line with H1 2006 results.
Control over designated use of the money will be exercised by regional administrations and Minsk city hall.
The resolution comes into force on February 1, 2006.
