CIS Heads of State to discuss 20 issues in Dushanbe

Some 20 issues have been put on the addenda of the forthcoming CIS summit including the CIS development concept and the plan of actions aimed at introducing the concept, First Deputy Chairman of the CIS Executive Committee – CIS Secretary Executive Vladimir Garkun has informed the President of Belarus today, BelTA learnt from the Belarusian leader’s press service. The summit is expected to be held in Dushanbe on October 5. The draft concept envisages further evolutional development of the Commonwealth, economic and political integration of the member states to enhance cooperation efficiency. Special emphasis will be placed on the economic and humanitarian issues, security, fight against crime and terrorism, migration and ecology, the Belarusian leader’s press service informs. The draft document offers rotating chairmanship. It means one state will preside at the CIS Council of Heads of State, the CIS Council of Heads of Government, the CIS Council of Foreign Ministers and the Economic Council simultaneously. Experts believe this will enhance responsibility of the member states for the decisions they take and for the results. The CIS participating countries are not obliged to implement the decisions taken within the CIS framework and this affects the activity of the organisation. In this conjunction the draft concept introduces the institution of national coordinators who will supervise implementation of the decisions taken by the CIS leaders and other supreme bodies. The draft concept which will be submitted for approval of the Presidents and the CIS Council of Heads of Government offers to pay more attention to economic and financial issues. Responsibility of the council of plenipotentiaries of the member states in the CIS charter and other bodies including the CIS Executive Committee will be drastically enhanced. At present the experts are completing drafting the plan of actions aimed at introducing the concept. The interstate working group is expected to hold the last meeting on the issue on September 14. The plan is devised in pursuance of the commissions given by the Presidents at the July informal summit in St. Petersburg. The plan consists of nine sections. On October 4 the CIS Council of Foreign Ministers is expected to hold a session in Dushanbe. And on October 6 the Tajik capital will host meetings of the supreme bodies of the Eurasian Economic Community and the Collective Security Treaty Organization. Moreover, at the initiative of the President of Turkmenistan a meeting of the CIS Heads of Government will be held in Ashkhabad in November this year.
